The memory gauge is capturing the memory utilization on the server as a whole. The pane below that on the right will show how much memory Shiny apps are taking up. Linux is a little confusing sometimes because it will count “paged memory” in the memory that is used, even though that is memory that is used by the Operating system to optimize the performance and would otherwise be released to the system. We are looking into whether we should modify this gauge.
