Yes. The intent of the load balancing feature is to ensure high availability (HA) of RStudio Workbench (previously RStudio Server Pro). RStudio uses its load balancing feature to choose the best node in the cluster to start a new R session. The same version of RStudio Workbench must be installed on any participating node and a license must be purchased for every RStudio Workbench installed. Please read the load balancing section in the RStudio Workbench admin guide for a complete explanation.
