Why is the Free plan for shinyapps.io limited to 5 applications and 25 active hours?

We wanted to provide a free amount that would allow you to explore and play with the capabilities of Shiny, while still allowing us to create a self-sustaining business. Of the nearly 8,000 accounts created with at least one shiny application before we launched shinyapps.io, more than 90% had fewer than 5 applications. And more than 90% of applications with user activity did not exceed 25 active hours in a month.
